Case Study: Naval Treaty Implementation Program

Communicating complexity.

The Naval Treaty Implementation Program (NTIP) serves as the U.S. Department of Navy’s lead in all matters relating to treaty implementation and compliance. Its mission, which is critical to national security, is not widely known or understood by Navy and Marine Corp personnel. To improve its outreach efforts, NTIP engaged Rock Creek to analyze its current communications materials and recommend improvements.

To begin, Rock Creek conducted research and interviews to understand the value NTIP offers its constituents. This included phone interviews with points of contact at Naval facilities and program offices around the country. As a result of this research, Rock Creek helped NTIP rethink its messaging. By recommending that NTIP position its treaty experts as risk managers, Rock Creek helped the staff communicate their work to non-technical audiences.

In addition to messaging recommendations, Rock Creek delivered a final report that detailed findings regarding print and web materials, and recommended changes in communications design, format, process, and delivery.
